Do you need to be certified to work as a nail technician?

A friend of mine just got a job doing manicures, pedicures, and facials at local spa. Her only certification is as a nursing assistant. I had alwaysy been under the impression when I go to the spa I am going to trained professional. Do you need to be certified to work as a nail technician?
